Proposed Changes

Adds two new commands to init:

• restore-from-chain
• copy-sector-metadata

Additional Info

This PR enables manual initialization of a new lotus-miner repo, based on info found on-chain (miner state). State is queried based on miner id. User may provide miner id to create a blank miner repo.

Example usage:

lotus-miner init restore-from-chain --nosync --skip-p2p-publish f01004
