Bump Jest dependencies

Summary

• bump Jest from 29.7.0 to 30.4.2
• bump @types/jest from 29.5.12 to 30.0.0
• bump ts-jest from 29.1.2 to 29.4.12 for Jest 30 compatibility
• retain jest-junit 17.0.0, which is already current
• update the shared npm lockfile

Validation

• npm test --workspace packages/fdc3-security (45 tests passed)
• clean npm install from the updated lockfile
• monorepo build validation; the only local interruption was npm's known omission of Rollup's Windows optional binary, after installing that platform binary the remaining CommonJS build passed
