added edit notification rules functionality

I have developed a beta version of an edit notification rules screen.
It works but it can be improved (hopefully with some help from the community :-))
This beta version enables users to add some basic notification rules for the current existing media in Fapjack.
todo's:

edit time_restrictions popover should be filled with current value
add more time_restrictions options (=> daily, yearly, hourly, ...)
edit time_restrictions as an array instead of one time_restriction.
