MODINVSTOR-1540 - Implement caller-action for schemas reporting

Purpose

It is necessary to implement action-caller for reusable workflow schema-changes-reporting/.github/workflows/reusable-schema-changes.yml at master · folio-org/schema-changes-reporting.

Approach

Caller action is presented just executes reusable workflow to call common functionality.
It contains minimal code and only calls reusable-schema-changes.yml from folio-org/schema-changes-reporting repository.
