add lap counting class + functions

aligns coordinate plane to start of lap, translates lat/long data into x,y coords relative to aforementioned coord plane

still need to refactor main.cpp to use this class to count laps

tuning probably needed for X,Y tolerances
also tune heading (aka true course) tolerances

also added min/max values for VDM data in dbc

note to self: fix comparison on line 76 of LapCounter.cpp to convert timer.elapsed_time().count() to seconds first, maybe later to avoid merge conflicts(?)
