Working Prototype for the plugin interface consumption of the Stacks CLI, to be used in conjunction with the Stacks CLI Prototype.
Notable here is that the architecture of the stacks plugin client isn't the final intention. It has been placed within the
rpcapipackage for ease of accessing the needed functionality to setup Terraform rpcapi services.
