This PR updates the versioned redirects for the upcoming 0.21.0 release. It adds backfacing version 0.20.0 redirects and a redirect for the RDP compatibility matrix which was moved in another PR.
Backfacing redirects are required for when a user is on an old page and they use the version picker to select a newer page (for example 0.18.x > 0.20.x). The redirects in this PR redirect users from pre-IA refresh topics to the new versions on the 0.20.0 branch.
