Clarify and widen auto inspections

Based on the inputs from the quality assurance page we generate and suggest in-toto inspections for expected return value and stdout/stderr.

These inspections don't appear in the D3 graph and we provide only little explanation text. We need to do a better job at explaining what inspections are all about.

Also, @JustinCappos suggested that we might want to suggest inspections for all other step categories (vcs, building, packaging) as well, either automatically, or by providing the same user interface as on the quality assurance page.
