### What does this PR do?

Fixes a data loss bug when `max_ckpt_to_keep=1`: the old checkpoint was
deleted **before** the new save completed. If the save fails (disk full,
crash, etc.), all checkpoints are lost.

The fix ensures the previous checkpoint is preserved until the new one
is successfully saved.

Also consolidates duplicated cleanup logic from FSDP/Megatron managers
into `BaseCheckpointManager`.

**Trade-off:** With `max_ckpt_to_keep=1`, there is now temporary
additional storage overhead during saves — two checkpoints exist briefly
until the old one is deleted after the new save completes. This is the
expected behavior to guarantee data safety.

Added CPU unit tests in
`tests/utils/ckpt/test_checkpoint_cleanup_on_cpu.py` covering:
- `max_ckpt_to_keep=1` preserves checkpoint before save (regression
test)
- `max_ckpt_to_keep=1` deletes old checkpoint after successful save
- `max_ckpt_to_keep=2` keeps safety buffer
- `max_ckpt_to_keep=0` (unlimited) keeps all
- Full save cycle simulation

### API and Usage Example

No API changes. Existing `max_ckpt_to_keep` parameter now works
correctly.

### Design & Code Changes

**New methods in `BaseCheckpointManager`:**
- `ensure_checkpoint_capacity(max_ckpt_to_keep)` — called before save,
keeps `max - 1` checkpoints as safety buffer (does nothing when `max=1`)
- `register_checkpoint(new_path, max_ckpt_to_keep)` — called after save,
registers path and enforces retention limit

**Changes to subclasses:**
- `FSDPCheckpointManager`: replaced inline cleanup logic with calls to
base class methods
- `MegatronCheckpointManager`: same refactor for both sync and async
save paths

forgot to pass `self.peft_cls` to MegatronCheckpointManager, which is
necessary for it to check whether it needs to save megatron LoRA

Fixes CLI argument serialization for list-type config values in async
vLLM server. Lists like `cudagraph_capture_sizes=[1, 2, 4, 8]` are now
correctly expanded to separate CLI arguments.

`tests/workers/rollout/test_vllm_cli_args_on_cpu.py` covering:
- String, int, float values → `['--key', 'value']`
- Bool True → `['--key']`, Bool False → skipped
- None values → skipped
- List expansion → `['--key', '1', '2', '3']`
- Empty lists → skipped (vLLM `nargs="+"` requires at least one value)
- Dict values → JSON serialized
- Mixed configs, order preservation, edge cases

### Design & Code Changes

**Problem:**
When passing list-type configuration values (e.g.,
`cudagraph_capture_sizes`) to the vLLM async server, the old code used
`str(list)` which produces `"[1, 2, 4, 8]"` as a single argument.

However, vLLM's argparse uses `nargs="+"` for list arguments, which
expects multiple space-separated values like `--cudagraph-capture-sizes
1 2 4 8`.

This caused argparse to fail with: `invalid int value: '[1, 2, 4, 8]'`

**Solution:**
1. Extract `build_cli_args_from_config()` helper function for
testability
2. Expand list values into multiple separate CLI arguments:

# After:  ['--cudagraph-capture-sizes', '1', '2', '4', '8']  # WORKS
```
3. Handle edge case of empty lists (skip them since `nargs="+"` requires

In sglang, when dp is enabled, it will recompute tp. TP = TP_attn x

### What does this PR do?

Fix Attention FLOPS Calculation for Causal LLMs

### Problem

The current attention FLOPS calculations for all causal LLMs are missing
the `/2` factor for causal (lower triangular) attention mask. This
causes **2× overestimation** of attention FLOPS.

Additionally, DeepSeek V3's MLA attention incorrectly uses the same
dimension for both Q@K^T and attn@V operations, when `v_head_dim`
differs from `q_head_dim`.

## Solution: Trust Region Masking (TRM)

We propose **Trust Region Masking (TRM)**, which excludes entire
sequences from gradient computation if any token violates the trust
region.

### Why Sequence Masking Works
By masking at the sequence level, we ensure that:
1. The remaining samples come from policies that are provably close
2. The gradient estimator remains unbiased over the unmasked samples
3. The trust region bound applies to all included sequences

### Masking Criterion
A sequence is masked if:
$$\max_{t} D_{\mathrm{KL}}(\pi_{\mathrm{roll}}(\cdot|c_t) \|
\pi_{\theta}(\cdot|c_t)) > \epsilon$$

where $\epsilon$ is the trust region threshold.

### Exact Computation
The rigorous guarantee requires **exact KL computation with stored
logits** from the rollout policy.

### Sample-Based Approximation

In practice, storing full logits may be expensive. The paper proposes
sample-based approximations using importance ratios $\rho_t =
\frac{\pi_{\theta}(y_t|c_t)}{\pi_{\mathrm{roll}}(y_t|c_t)}$:

D_{\mathrm{KL}}$
- Ideal for average-based filtering since $(1/T)\sum_t k_3(\rho_t)$
converges to true average KL

#### The $|\log \rho|$ Estimator (for max-based filtering)
For the max criterion, we need a **symmetric** detector since both $\rho
\gg 1$ and $\rho \ll 1$ indicate large divergence:
$$|\log(100)| = |\log(0.01)| = 4.6$$

In contrast, $k_3$ is asymmetric: $k_3(100) = 94.4$ but $k_3(0.01) =
3.6$ (26× difference).

#### Caveat
Neither sample-based method provides a rigorous *bound* on
$D_{\mathrm{KL}}^{\mathrm{tok,max}}$ — both are approximate detectors
based on single samples per context.

### What does this PR do?
After f5c34bb added a `dp_group is not None` guard in in
verl/utils/seqlen_balancing.py

https://github.com/verl-project/verl/blob/c179476754150a5384f96d56b622a8f6330d2c04/verl/utils/seqlen_balancing.py#L391,
the megatron actor/critic calls to rearrange_micro_batches (which do not
pass dp_group) silently skipped the num_micro_batches all_reduce across
data-parallel ranks.

Under dynamic batching, this caused different DP ranks to compute
different numbers of micro-batches, leading to a deadlock in MoE DeepEP
all-to-all dispatch and eventually triggering: DeepEP error: CPU recv
timeout

Fix:
Pass `mpu.get_data_parallel_group()` as dp_group in both
megatron_actor.py and megatron_critic.py to restore proper DP
synchronization.

2. replace class specific chunk and concat operations in

### What does this PR do?

for all the patched needed for Transformers v5

This PR is a Transformers v5 compatibility sweep plus guardrails for
token ID shape consistency.

- Remove the hard <5.0.0 block by changing dependency pinning in
requirements.txt.
- Add a single compat resolver get_auto_model_for_vision2seq() in
transformers_compat.py to handle AutoModelForVision2Seq vs
AutoModelForImageTextToText, and switch model-loading/registration
codepaths to use that resolver instead of direct imports.
- Introduce normalize_token_ids(...) in tokenizer.py, which normalizes
apply_chat_template(tokenize=True) outputs to flat list[int] across
v4/v5 return-shape differences.
