[OpenVINO Backend] Support: Implemented numpy.digitize for keras ov backend

DETAILS

• Implemented a digitize function that mimics NumPy’s behavior using OpenVINO backend operations.
• Expanded the input tensor and broadcasted the bins tensor to enable elementwise comparisons for each element.
• Converted boolean comparison results to integer values and reduced over the broadcasted dimension to compute the digitized indices.
