Release the modernization work: ruff for linting/formatting and Python >=3.10 only (drops 3.9). Also includes the XNORNet fix for larq 0.13.2+ and the relaxed larq/typeguard pins. Dropping Python 3.9 is a breaking change, hence the minor bump. Co-Authored-By: Claude Opus 4.7 (1M context) <noreply@anthropic.com>
