We want to make it very easy for people outside of the TAG to run our
apps locally when instrumenting applications, developing dashboards,
etc. This can be accomplished with the following tasks:

## Acceptance Criteria

• Build a repo containing k8s/kustomize manifests for opentelemetry,
  prometheus, grafana, etc. Inidividual components should be easily
  enabled or disabled
• Build a simple interface (e.g. a Make command) for starting up the
  configured stack
• Document how users can run the stack locally. Ideally, users can easily
  turn this into Make commands embedded in their own repos
