As We don't use this feature from lila. Adding scala-xml dependency that used to be added transitively via twirl
It still needs to depends on twirl 1.6.1 plugin

It's all started with removing sbt-twirl from Play module, but then here we go.
Published and tested locally. I'll have more prs follow ups.
