Adds Jupyter Lab 4.4.8 to the Python libraries package. Re: #1512
I decided to take a different approach as the integration checks kept failing when trying to add it as a stand alone .vm package.
Package builds correctly using the test_install.ps1 runner on a minimal FLARE-VM install:
