feat: implement global-state for light.*

[CommanderStorm]

More work towars full global-state support, this time adding the support to light.*, supported by an render test.

The default and fn tests have been split out to make this sharper into

• test: default and fn lights render tests #7965

So it is kind of stacked this way, but stacks are not fork supported currently.
