Description

  1. Python3.8 already EOL: https://devguide.python.org/versions/
  2. Add project section so that poetry v2 is easy to add this package, see chore: use project section tortoise/tortoise-orm#1885
  3. Upgrade deps, actions and pre-commit hooks
