Updating python recipe to OpenTelemetry

What are you trying to address

The OpenCensus Python SDK is deprecated, and Microsoft is going to stop support on Sept 30, 2024. See note at https://learn.microsoft.com/en-us/previous-versions/azure/azure-monitor/app/opencensus-python. The recommendation is to now use the Azure Monitor OpenTelemetry Distro.

This change is to remove the reference to the OpenCensus library and instead provide a pointer to the new recommendation.
