Modifies the two lifetime-stress commits, combined into a single commit, on top of user/protikbiswas/lifetime-tracker-fixes:

Net effect on the three touched files (LifetimeStressTests.cs, RunHelixWorkItem.ps1, RunTestPassSliceOnBuildAgent.ps1): +606 / -52. The resulting tree for these files is identical to commit 917770576.

Reverts commit 9177705 and
6d414ea, combined into a single commit.
