neargye-semver: update to 1.0.1

Update neargye-semver from 1.0.0 to 1.0.1.

This release:

• fixes compilation when Windows headers define the min and max macros;
• includes the project license in CMake installations.

Validation:

• vcpkg install neargye-semver:x64-windows --clean-after-build

• vcpkg x-add-version --all

• Changes comply with the maintainer guide.

• SHA512s are updated for each updated download.

• The supports clause requires no changes.

• No CI baseline entries need to be changed.

• All patch files are applied and succeed (the port has no patch files).

• The version database was updated and validated with vcpkg x-add-version --all.

• Exactly one version is added in each modified versions file.
