Fix issue reporting to generate detailed error descriptions instead of clipboard message

The Azure Resource Groups extension's issue reporting functionality was showing users "The issue text was copied to the clipboard. Please paste it into this window." instead of generating detailed GitHub issue descriptions with error information.

Problem

When users encountered errors like "Internal error: Expected value to be neither null nor undefined" and tried to report them via F1 → "Azure: Report Issue...", they would only get a generic clipboard message instead of the expected detailed issue form containing:

• Error details (action, error type, message)
• Version and environment information
• Call stack
• Custom debugging properties

Root Cause

The registerReportIssueCommand from vscode-azext-utils requires errors to be cached via cacheIssueForCommand, but errors weren't being cached because:

• suppressDisplay = true was correctly set (no error notifications)
• suppressReportIssue = true was correctly set (no "Report Issue" buttons)
• forceIncludeInReportIssueCommand was missing (errors weren't cached for the report command)

Solution

Added minimal changes to enable error caching while preserving existing behavior:

1. Enhanced general error handling (src/utils/wrapFunctionsInTelemetry.ts):

context.errorHandling.forceIncludeInReportIssueCommand = true;

2. Improved role assignment error reporting (src/managedIdentity/TargetServiceRoleAssignmentItem.ts):

context.errorHandling.forceIncludeInReportIssueCommand = true;
context.errorHandling.issueProperties.subscriptionId = this.subscription.subscriptionId;
context.errorHandling.issueProperties.managedIdentityId = this.msi.id;
// Additional debugging context...

Result

Users now get a proper error selection dialog and detailed GitHub issue forms with comprehensive debugging information when reporting issues.

Fixes #1183.
