moodlehq/moodle-php-apache does not yet ship the psql binary needed by moodle-plugin-ci for postgres builds. Extend the image on the fly via docker build when db is postgres. Docker layer caching means only the first build per PHP version pays the install cost. Remove once moodlehq/moodle-php-apache#209 is merged and released.
