Obfuscation features part 3 - Enable obfuscation features on Windows

Description

This PR adds enable obfuscation features on Windows.
Summary

• ignore fwmark on non Linux system for the obfuscator daemon
• add the obfuscator daemon to the windows build and installer
• use excludeLocalNetworks to protect the exit server and avoid potential loopbacks
