First release on the pin-at-release OCI pipeline. Publishes the chart to the central helm-repository with images pinned to the release commit's sha.

First release cut on the new pin-at-release pipeline. Merging bumps
Chart.yamlto 0.1.2, which triggers the image build (sha-pinned) andrelease.yaml: a GitHub Releasenebari-llm-serving-0.1.2with generated notes, and a chart sync PR to nebari-dev/helm-repository (OCI publish).
