This PR has yet to be tested. It builds on all three platforms, at least.
This may help prevent crashes on startup if CUDA cannot be loaded. It also prevents warnings from the python bindings caused by not being able to find the CUDA libraries, which is important since not all users even have an NVIDIA GPU.
