Better structure repo/kustomizations

It might be worth giving some critical infra some special snowflake Kustomizations to make sure that other things being down doesn't stop them from coming up. This is only really a problem in disaster recovery or bootstrap scenarios but it would be nice. There's also an ordering to bootstrapping that might be nice to encode using dependsOn

also it can be an issue with having resources using CRDs managed by a kustomization that also manages the helmrelease responsible for the CRDs
