buy new hardware for control plane

ideally i want each node to be worker XOR control plane and the control plane is way too powerful rn for that purpose. we should look into getting some lower spec hardware that can still handle the needs of the control plane and make the existing nodes into workers

roughly:

• 2u3n
• low latency on nic, storage, etc
• low latency nvme for etcd
• low latency intra control plane communication
• prefer single core performance over high core count
• dont get too much memory; 32 gb per node is already kinda overkill
• specs should be optimized for control plane, if its too powerful it will be wasteful and we will be tempted to schedule things on it which removes the point of dedicated hardware
