Updates the project README to include onboarding instructions for running the CARE System Diagnostics plugin locally and connecting it to the main CARE frontend.

- Added “Getting Started” section with prerequisites, setup steps, and dev server run instructions
- Documented how to register the plugin in
care_fevia an Admin Dashboard “Apps” config - Added navigation guidance for locating the System Diagnostics page and a deployed URL reference

@NikhilA8606, I believe it would be better to keep a common things for the plugins setup and run as its a common setup. Kindly provide a link to the Jiar for clarity to the issue. |
