Request initial Copilot reviews through the dashboard's GitHub App on the first eligible refresh, rather than waiting for author-attributed automatic reviews. This applies to existing gated branches configured with:
{"require_clean_copilot_review_branches": ["main"]}GitHub documents that bot-requested reviews are billed directly to the organization, avoiding the contributor's Copilot quota. Quota-exhausted notices no longer count as completed reviews, so the dashboard can request a real review of the same commit. Existing readiness checks, deduplication, and re-review behavior remain intact.
Before switching off repository/ruleset automatic reviews for covered branches, confirm that an app-triggered review completes for an affected contributor and verify that usage lands under CNCF billing. This PR leaves those settings unchanged. Contributors' personal automatic-review settings remain independent and may still trigger author-attributed reviews.
