GitHub does not auto-mark required checks as passing when a workflow is never triggered via paths-ignore. ci-docs.yml runs only for docs-only PRs and immediately satisfies "CI check" and "Analyze (javascript-typescript)". Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>
