Update OpenTelemetry jobs

• Skip otlp-metrics-traces test case until the bug https://issues.redhat.com/browse/TRACING-4082 is resolved.
• Enable e2e-metadata-filters test suite.
• Make sure all the test suites run and exit with error if any tests fails.
• Remove setting prometheus feature gate as we have moved it to beta. Move operator.observability.prometheus to be beta open-telemetry/opentelemetry-operator#2748
