This PR updates the explainer’s framing without changing focusgroup behavior:

  • Names the current linear design V1 and the grid, itemcontrols, and feed work V2.
  • Adds links to current implementation and standards discussions.
  • Records that CSS activation is no longer being considered.
  • Removes stale future-consideration text and resolved linear-design questions.

A future PR will add in the itemcontrols and feed explanations, with yet another PR updating the proposed grid proposal to fit better with the latest iteration of focusgroup.
I thought it would be better to review these independently so we can focus on issues/points of contention.

Replace the document-wide "shipped linear" and "proposed follow-on" categories with V1 (the current linear design) and V2 (grid, itemcontrols, and feed). V1 is a design label, so keep Chromium as the only listed implementation that has shipped it in the implementation-status table.

Drop the CSS-activation and grid-navigation "remains proposed" subsections, the display: grid use case and its evaluation note, and the resolved/remaining linear open questions that the precedence algorithm, the framing, and the design-decision links already cover. Keep only the grid-placement question as a V2 question, restore the restricted-elements paragraph to its main wording, and repoint the stale open-question cross-links.
