Share conditional runtime metadata objects and avoid allocating wrappers for always-available values in the core dynamic metadata registries.
Restore the module metadata compaction where it is safe and avoid compacting structures that must keep their runtime representation.
Keep Crema constructor access and resource metadata correct when compacted runtime metadata is used.
Merge duplicate resource condition metadata and handle build-time resource conditions without storing them as runtime checks.
