We dropped the minimal-raw image type in RHEL-10 as it wasn't getting use. There's (some) renewed interest in the image type so this commit reintroduces it with a few minor changes from the RHEL-9 version:

  1. No separate-/boot, we dropped it for most of RHEL-10.
  2. Use reconfigSys instead of writing the kickstart.
  3. No "if greenboot".

I think I see why we dropped this image type. initial-setup no longer exists in RHEL-10. Might take a look at the state of systemd-firstboot instead as the requirement is only to set a root password on first boot.
