Updated the CI workflow to focus on npm package validation for now, since the full npm run runtest suite currently requires additional Auth0/MongoDB test environment configuration. |

This PR adds a GitHub Actions CI workflow for RERUM Server to automate testing and package validation on every push and pull request.
