refactor: Add ability to watch typescript definition changes

Issue

Currently you would have to run npm run build:types everytime a type is changed. This PR allows types to be generated automatically when a TS file is changed.

Ref: #2012

Approach

• Remove prettier on type definitions, was added style: Run Prettier for TypeScript declaration files #2142 because of dtslint issues but we no longer use dtslint
• Regenerate definition files
• Add watch to tsc
