LibreSSL 4.2.1 is the latest release in the 4.2 branch (released 2025-10-30). Adds a new multiplatform builder image and keeps the 4.2.0 image available for one cycle to give users time to migrate.

The 4.2.0 image is kept available for one cycle to give users time to migrate; it will be removed in the next SSL builder update cycle.
