Unix: allow selecting fortune maxims from IRC arguments

Hi

The fortune plugin under unix does not allow for selecting which maxim it prints. I have a modified plugin that allows the selection of the maxims, without having to go through @shell fortune.

We do support selecting fortune files, but it's gated behind a config option: https://github.com/progval/Limnoria/blob/master/plugins/Unix/plugin.py#L227

I'm not opposed to extending the existing code to choose the fortune file from arguments, but this should probably be gated behind a new capability (permission). Historically some fortune files have contained controversial content, so a channel's admins may not want people to load everything freely.
