Freeze and tag new release to update debian package

Would be possible to freeze and tag a new release? Last one is from 2021.

I'm asking this so Debian package maintainer can make a new release.

@rabsym @thinrope I don't have any funding for libpst any more, so working on it is very low priority for me.

Please forward any bug reports that still occur on the master branch to GitHub issues.
Please forward any distro patches that are appropriate to GitHub merge requests.

My in-progress branches are in pabs3/libpst, feel free to complete them and file PRs if you want.

If you know of any businesses using libpst that might be interested in funding development, that would be great too.
