This upgrades the QC Preflight Checks to the latest.

FYI there are 2 new optional checks that you may want to consider:

https://github.com/qualcomm/qcom-reusable-workflows?tab=readme-ov-file#additional-checks

Also adds optional checks defaulted to false

FYI: Some repositories already meet this requirement, but I'm noting it here to ensure compliance across all projects.

This repository must clearly document its contribution policy. The contribution process and expectations must be defined in either the README.md and/or a CONTRIBUTING.md file, including a clear statement of which branches accept pull requests. Where appropriate, a GitHub Action or workflow should be implemented to automatically respond to pull requests or issues opened against unsupported or inappropriate branches.
Refer to the Qualcomm repository template for examples of the expected structure and content: https://github.com/qualcomm/qualcomm-repository-template.
