Download the Hexagon SDK toolchain, build H2 for v68, and run two sanity tests via hexagon-sim: a kernel unit test (atomic) and the booter hello full-stack test. The SDK tarball is cached across runs. Signed-off-by: Brian Cain <brian.cain@oss.qualcomm.com>
