The functionality was disabled in 4.0, this commit only removes the code that is now unused.

FTR, AMQP 0.8 clients were superseded by AMQP 0-9-1 around 2010, so it would be a breaking change only for systems that are really behind the curve. |

The breaking change was in 4.0 when 0.8 was disabled, this just removes the code. |

The feature was already disabled in 4.0 this just removes the code.
