Removes
.github/workflows/devops-boards.yaml, which synced GitHub issues to Azure DevOps work items in theazure-octo/Incubationsproject. This sync is no longer needed.No other files in the repo referenced this workflow. The
issuesenvironment andAZURE_SP_DEVOPS_SYNC_*repository variables in GitHub settings can be cleaned up separately.
