This is part of bigger reorganization of typed-collections rules. They're designed to be used only as a part of set, so moving them standalone should not cause any BC breaks.
More PRs to come. Goal of this is to create standalone set, that could be run as a whole and resolve all possible improvements in Doctrine collections params, properties, returns in native PHP and docblocks.
