Add Webex webhook integration

Hello,
I had the necessity to use a webex integration for notifications. Since it was not available I created it (and documented), a simple webhook using github.com/jbogarin/go-cisco-webex-teams/sdk.

I hope it should be useful also for the community.

Thanks for the PR. We appreciate your effort and time in submitting it.

Unfortunately, due to security considerations, we're not merging dependencies to 3rd parties, into the main branch.
This helps us maintain a more controlled environment and minimize potential vulnerabilities.
