In preparation for release add a changelog entry, bump the version number, and update teh lock files.

Note the 0.32.0-beta.X thing turned out not to work. Go to the next major (minor pre-1.0) number but keep -beta.

Looks like just were not fully confident in what we released last release so maybe this one doesn't have to be beta? Or are we waiting on #858 - should I be prioritising that?

Yeah, let's get #858 in. No particular rush -- AFAIK nobody is demanding we get a quick release out here?
