[Bug]: file.serialize dataset_pillar corrupts files

What happened?

On 3008.2, files created with file.serialize using dataset_pillar contain asterisks instead of actual values. Works as expected on 3006.x.

To reproduce, create a pillar dict containing string values.

test:
  config:
    foo: bar

Then create a test file using file.serialize.

/tmp/testconf:
  file.serialize:
    - dataset_pillar: test:config
    - formatter: yaml

The test file contains foo: '**********' instead of foo: 'bar' as expected. Replacing dataset_pillar with dataset + pillar.get works around the bug.

    - dataset: {{ salt['pillar.get']('test:config') }}

Please fix dataset_pillar so that values are unmasked in files created by file.serialize. Thank you!
