Looks like noop was never actually being sent or this broke at some point.

Looks like noop was never actually being sent or this broke at some point.
It's important to note that currently noop task finish will not be sent when nothing changed since the last compile request. I don't remember why that was done, but we can send those noop responses.
On the other hand, maybe that should just be part of the final CompilationReport
