The initial approach for #1146 started in #2226, #2231 & #2233 is being revised in #2236.
However, that PR is not ready and we want to cut a release for 3.7.0 ASAP, so this reverts the corresponding PRs since they introduced the artifact scalafix-properties that is likely to be removed and superseeded by scalafix-versions (and is not used as it was never published as a stable release).
