Version 3.1.0 - update getSystemTime for new epoch

This release:

• Modifies getSystemTime so it will continue to return the correct time when Iridium change the epoch
  • The ERA3 EPOCH will correspond to February 14, 2025, at 18:14:17.000Z
  • The epoch change will take place on or around January 14, 2026
