Reverts #248, reinstating #237
When #237 was merged, it broke a test in Swift-DocC that was previously calling the MarkupFormatter on some markup that contained Doxygen commands. That test was updated in swiftlang/swift-docc#1329, meaning that this patch can be added back without breaking the build.
